A comprehensive plan is a vision for the community that guides decision makers in the direction of the community and where they want to be over 20-30 years. This document is the regulatory basis for zoning map changes, and is the most important document regarding policy changes. 

A unified development code (UDC) is a composite of all land development regulations including zoning, subdivision, and other miscellaneous codes such as signs, landscaping, and parking. Grouping these regulations together provides for more consistency across the rules, usability for developers and residents, and helps staff implement and reference important development rules.

The Comprehensive Plan and Unified Development Code affects all residents, businesses, and visitors to the City of Catoosa because it guides development on where it can be located, how it can be developed, and what development is allowed to do.
